Yes and yes. I'm still not sure what to think. There are five tiers of underworld rank, and each one gives you better and harder smuggling missions. Tier 5 includes "pvp" missions, which mean player bh's will hunt you as you smuggle. I'm still at tier 1, which are designed for lvl 10 players. So I can't judge yet!
What I've tried of the expertise is very well done. It feels scoundrely too. =D
*Also, at tier 4 and 5 you get missions that require you to smuggle through space. /grin
