Did that power supply come with the 4 pin part too? That has to be pugged in as well for the board to work not just the bigger connector.

yea ehr...it came with the 4-pin, and i plugged it up...and nothing....
SO, abejos and I did some switching...
his MB has a 3.2 Ghz CPU with H/T and works wonderfully...so what we did was take my CPU/Vid Card/PSU/and RAM to see if it would work with his MB....but it booted....said it detected a new CPU and to fix settings in the CMOS...so we hit <del>, did what abejos knows how to do...and went to save the settings and continue.....and it just froze....never did get past that point

Did you buy the cpu used by any chance? Maybe it is faulty. My last one was locking up constantly, and I had to upgrade. It could also be your memory I suppose. I've never had a memory problem though, so my experience with those kinds of problems is limited.
What you are doing is smart. You've likely ruled out the motherboard as a problem. What you should do now is remove your parts one by one from Abejos' motherboard and replace them with Abejos' for-sure-working parts. Maybe that way you can isolate the bad part(s).
What I don't understand is why it would boot with his motherboard and not yours. I doubt it is because of the power supply. The main power cord on my power supply is also short 4 pins. The motherboard connection has 4 more pins than the power connector, but it still works fine. My motherboard's manual says either type of connection will work fine. If your motherboard manual doesn't say that, then it could just be your power supply that is keeping you from even booting up.
But in the big picture, even if you do get it to boot up, you may still have problems like you do with Abejos' motherboard.

ok....yes... been a while since ive messed with it...just gota new job and been working like crazy...but anyways...
I put my new processor in Abe's MB and his components....it reads perfect...i guess ill have to eat the new parts and get new stuff....

YAY! everything works!!!!!!
BUT.....
when I turn my computer on...the CPU runs at 3.00GHz and 800MHz System Bus
but i have left the computer idle for a little while downloading a patch...and come back...and its running at 1.97GHz and 525MHz SB

Maybe you have one of those programs installed (or your motherboard is set to do it) that adjusts what speed the cpu runs at based on the current load. So if the pc isn't doing much, it will lower the speed of the cpu.
I've not heard of any programs or whatnot that do that with cpu's, but I did have one once that did it with my video card. And I have messed with a program that let me alter the cpu clock while in Windows.
Heh, just an optimistic thought. Try seeing what it is when you stress the cpu. It should be higher if I'm right.
By the way, what kind of patch was it, and did you check the speed of the cpu before or after actually installing the patch? Perhaps the patch changed something.

well i checked it while the patch was DLing...was a battlefield 2 patch....just DLing, didnt install or anything yet...but ill try that

So it isn't the patch. If there are no other problems (like the computer rebooting itself or locking up) then it may not be anything serious. Hopefully it is just some power-saving program like I described earlier. Less power means less heat, which is like boobs for a processor. So perhaps your motherboard does have a feature like that built in. Or perhaps one was installed into windows when you installed the drivers for the motherboard or cpu.
It is weird for it to change like that without rebooting. So I hope it is just some heat-reducing feature somewhere. If you stress the cpu and my optimistic little theory about it adjusting on its own is wrong, try going into your BIOS and seeing if the settings are still correct for the memory and processor.
